What do you remember the past year? What did you manage to do this year? But if you begin to delve into the essence of issues more deeply, it often turns out that the problem can not always be solved as simply as it seems at first glance. Over the past year, many problems of the city I was able to study what is called from the inside, and now I have a clear understanding of possible mechanisms for their solution.

Numerous meetings with residents, representatives of public organizations and communal institutions of the city played not the last role in this. I managed to help some of them in solving small problems. There were questions when the simple intervention of the deputy helped, but some issues are difficult to solve without such an instrument as a deputy fund. What is your attitude to this proposal?

Contrary to the widespread error, there are restrictions on the use of the deputy fund - this money cannot be directed to private structures, they are sent only to utilities or institutions, as well as to provide material assistance to residents of Zaporozhye. I regularly spend the receptions of citizens and see how difficult it is in our difficult time by the Cossacks. Why did you choose this particular sphere of life in their work?

I have no medical education to know healthcare from the inside. But on the other hand, I, like most of the Cossacks, are faced with the problems of medicine on the other hand. Unlike specialists who work in the system, I see problems from the patient. And I think that the independent look of a person who does not work within the healthcare system can be useful in the work of the profile deputy commission.

Medicine needs reform. In a number of regions of Ukraine, it is already going on, pilot projects are being rolled up. We cannot make decisions whether to reform us in the proposed form or not, since this is the competence of the ministry. But our task, using the experience of other regions, taking into account local specifics, to carry out it so that, at least, not to worsen what is functioning in the city at the moment, not to violate the existing balance.

A working group has now been created that is considering the possibility of cooperation with private partners based on one of the city’s hospitals. Attraction of private capital to utilities to medical institutions will help to resolve issues such as overhaul, the acquisition of modern equipment, etc. But at the same time, it is necessary to clearly register the social responsibility of partners to provide free medical services to the population in the amount of at least the existing one.

Last year, a million was spent from the city budget to pay for utilities and energy. Unfortunately, the city still does not have a real comprehensive energy conservation program. There are more than ten separate programs for administrations and communal enterprises. But a single vector in increasing energy efficiency is absent. Perhaps it would be correct, using the positive experience of other cities of Ukraine, to create a separate structure in Zaporozhye, which would comprehensively engage in energy conservation, from the energy audit of buildings to the final implementation of projects.

Many funds allocate significant grants to increase energy efficiency, which the above structure could also attract. In the same list-the thermalmodernization of the buildings Complex of repair and construction work aimed at a significant reduction in the level of energy consumption: the installation of individual heat points, replacement of communications, insulation of facades, installation of glass packets, etc.

In Europe, such projects are successfully implemented by private energy service companies. At the legislative level, we did not work out mechanisms of energy -efficient contract or, as they are also called, energy service contracts. The investor, investing funds, expects to make a profit, but in our country the housing and communal services industry is strongly regulated, and the laws are prescribed in such a way that in the case of conflicts, the court in most cases takes the side of the residents.

The risks of housing and communal services for investors are significant, so they are in no hurry to engage in these projects. But even in such conditions, local authorities have enough authority to independently develop such mechanisms. In addition, in order to get a positive result, it is necessary to carry out a wide explanatory work among the population - this is just the task of the city government.

After all, the thermomodernization of buildings solves not only the problem of energy conservation, but in fact, due to the work on the work, it increases the life of residential buildings and increases the cost of apartments in these houses. There are many advantages. But the investor will invest in those houses where there is an effective owner, interested in obtaining a positive result for his home.

Today, the only real mechanism for the emergence of an effective owner is the creation of societies of co -owners of apartment buildings.Due to the energy conservation, the city will save, and tourism can and should attract third -party funds to the city. This sphere must also be developed. In addition to the well -known pearl of Zaporozhye - the island of Khortytsia, we have several unique private museums, analogues of which are not in Ukraine.

The same museum of the history of weapons, the exposition of retro technology, the museum of brick and tiles. We are not the cultural capital of Ukraine, we are an industrial city. But the same industrial giants may well become popular objects of industrial tourism for foreigners. This type of tourism is very common in the West. I see the task of city government here in the popularization of our city and its interesting places as an attractive object for tourists.

The goal of tourists is to enjoy, and for this they are ready to pay money that can be directed to the development of the city and increase the standard of living of the Cossacks.
