Interviews - tell us about the trends in the development of entrepreneurship in the city of Kharkov - over the past few years, the attitude to entrepreneurship from the state has changed in a positive effect. New laws have been adopted, business registration procedures are simplified, streamlining and reducing inspections is carried out. More opportunities to prove themselves in business entities have appeared since the implementation of the new Tax Code.

For example, the number of single tax payers increased by 20 percent. In Kharkov, the number of small enterprises by ten thousand people per year increased by four percent compared to the year and amounted to small enterprises. The number of workers who work at small enterprises of the city was more than thousands of people in the year. Such conditions can be: debit and deregulation of business, ensuring the competitiveness of small and medium-sized enterprises, increasing its role in solving the tasks of accelerated socio-economic development of the city, etc.

But most importantly, it is required to create conditions for doing business and receive all the necessary documents, the issuance of which depends on local authorities. One example of creating such conditions is the opening of a single permits in the year. The center operates 27 state administrators. These are those people who accept documents, form a permits, control the process of passing documents on time through instances and issue documents.

If everything is in order, then the applicant receives ready-made permits, but if something is drawn up incorrectly, then there may be a reasoned refusal. Even in the ERC, representatives of 10 local permits and 21 regional permits work in the counseling mode. There are also representatives of nine utilities who issue documents, without which the business entity cannot carry out economic activity.

For 10 months, almost 20 thousand consultations were also submitted to the center. The center integrates the processes of providing services at the city and regional levels, operational “electronic consultations” are provided within one hour, an SMS-informing the applicant on the readiness of the permits, a multi-stage procedure for coordinating land issues is used, an independent monitoring of the quality of the services provided by representatives of the “public post” is carried out.

In addition, it is planned to introduce a mechanism for obtaining and using an electronic key to submit documents in electronic form. They do not know that administrators do not make a decision on the issuance of a permit document. And if the applicant did not fulfill something and found out during the audit, then the administrator is not the fault that the business entity did not receive permits.

What are the largest investors. From the presentation of the investment project to its implementation can go through several years. Therefore, the concept of attracting investments in the year is a relative issue. For nine months, foreign investors introduced this more than seven times to the economy of the city of Kharkov than in the same period of the year.

Large costs hit the consumers. We want to install new energy -saving lamps throughout the city. This will reduce electricity consumption and free part of the financial burden on the budget.

Also interested in production. As for the retail space, the city is saturated with them. We need high -tech production. Also, territories are attached to the city, on which there are 13 objects of trade, 15 temporary buildings, three supermarkets and four restaurants. In fact, all new markets are located in the area of ​​the metro station "Heroes of Labor". All entrepreneurs are notified in writing of the re -registration of title documents.

A promising plan for the development of the material and technical base of the Kharkov markets for a year was planned in the amount of 32.5 million. In nine months of the year, funds have actually been used for construction - 5. Modernization of markets is carried out at the expense of the owners of the markets themselves.Now the reconstruction of retail space has begun near the Proletarskaya metro station.

The territory near the metro station "Heroes of Labor" is also a priority, given that there is a serious transport hub and a large number of trading facilities. In total, in the markets and trading floors of the city there are places for trade, which are provided to socially unprotected layers of the population. The largest number of such places - in the central market - several years ago the authorities had claims to the owners of the Barabashovo shopping center.

What is the situation now? And the shopping center near the metro station "Academician Barabashov" is no exception. Earlier, the emergency commission set the requirements of market management. They are now being fulfilled. Now great concern is the transport interchange around the market, given the huge number of trade objects and those who want to get to the market. Now options for unloading transport highways around the market are being developed.

The main thing is that the organization of trade in the market does not affect the transport of residents of the Saltovsky housing estate. What are the Kharkov consumers dissatisfied with? For example, a person expects that the goods will serve for a long and high quality, and when this does not happen, some unconscious business entities try to ignore their obligations: timely repairs, if it is impossible to repair or exchange - a refund.

There are also complaints about the inconvenience of living in houses, where on the first floors there are facilities of catering or workshop for the production and processing of food products. People are often unhappy with the noise in the evening and night. The operating mode of these institutions has to be limited. There are many complaints in trade in the crossings of the subway and a thimeter zone near the exits from the metro.

We respond to these complaints, attract the police and try to explain to people that their actions cause discomfort among the Kharkovites. We offer to move to the market or fair, where there are places for trade that are provided for socially unprotected layers of the population. There were appeals of deputies of the City Council and residents of the city for the sale of low -alcohol drinks, beer and cigarettes near educational institutions.

On this occasion, I note that now in the Verkhovna Rada of Ukraine a bill has been registered, which limits the sale of alcoholic, low -alcohol drinks, beer and cigarettes in the meter zone from educational and preschool institutions. For each individual complaint, you have to understand and take measures in accordance with the authorities assigned. When buying goods or providing services, it is necessary to require a settlement document from the manufacturer’s seller, which certifies the fact of the sale of goods or the provision of services.

Separately, I want to highlight complaints that come from citizens purchasing goods in the city markets. In case of violation of his rights as a consumer, it is necessary, first of all, to contact the market administration. And if it is impossible to resolve the current situation in this way, then apply with a written statement to the Department of Entrepreneurship and the Consumer Market or the State Inspectorate for the Protection of Consumer Rights of the Kharkov Region.

We made our proposals to the draft law on domestic trade. After all, so far the work of online stores has not been properly regulated and registered. A person, purchasing goods in an online store, faced the problem of its warranty service. Are there any initiatives in Kharkov to change legislation, which now completely prohibits gambling? Given that slot machines continue to work illegally and the money goes past the city budget.

The opinion of the determination of gambling zones, in particular, in resort cities, as well as five -star hotels, hides. But all these initiatives are still at the stage of conversation. I am a convinced opponent of that in Kharkov a similar business took place. We do not have sufficient authority to control. If the gambling business is allowed somewhere, then in any case there will be abuses.

If there are automatic machines now, when a complete ban is valid, then if you make exceptions, there will be even more. At the same time, I think that the correct way is to determine individual zones in Ukraine, where such a business can be resolved. Let it be a wasteland where those who wish to engage in gambling business could develop infrastructure and bear all responsibility.

At the same time, potential customers of such institutions should get to the game zone in their own car. There should be no bus routes to these zones. The main thing is that ordinary families do not suffer, because many have a desire to play a psychological disease. The gambling business should not be available to everyone. This is my opinion. Honey and flower exhibitions in the garden are planned.
